Judith Hoechst

Judith Hoechst has specialized in Assisted Reproductive Technology (ART) and Family Formation Law since 2010, following a distinguished career as a pediatric ICU and NICU nurse. Her personal experience with infertility, IVF, and surrogacy deeply informs her compassionate legal advocacy. Formerly practicing medical negligence law, Judith redirected her focus to ART law to support others navigating the emotional and legal complexities of family building.

She has played a pivotal role in shaping reproductive legislation in Colorado, including co-authoring the Colorado Surrogacy Agreement Act (2021), and contributing to key laws such as the Colorado Building Families Act (2020), the Confirmatory Adoption Statute (2022), and the IVF protections in the Reducing Barriers to Building Families Act (2025). In 2024, she co-authored an amicus brief to the Alabama Supreme Court challenging the classification of embryos as children.

Judith serves as Vice-Chair of the ABA’s ART Committee, is a Fellow of the Academy of Adoption and Assisted Reproduction Attorneys, and holds leadership roles with RESOLVE, ASRM, SEEDS, and Colorado Fertility Advocates. With both professional and personal insight, Judith is dedicated to advocating for intended parents, donors, surrogates, and children in the evolving field of reproductive law.
