Chelsea is an attorney focused exclusively on assisted reproductive technologies (ART), representing clients worldwide pursuing family building through surrogacy, gamete and embryo donation, and stepparent adoption. She also brings valuable insight into the needs of third-party reproduction professionals through her prior experience as in-house legal counsel for an international surrogacy and egg donation agency.

As an adoptee with personal infertility experience, Chelsea approaches her work with empathy and a deep understanding of the emotional and legal complexities of family formation. She is committed to expanding access to ART and has engaged in pro bono legislative advocacy, including co-authoring Tennessee legislation aimed at improving the affordability of family-building options.

Chelsea has published on ART law in The University of Memphis Law Review and Florida International University Law Review. She is a member of the American Bar Association’s Family Law Section and ART Committee, the American Society for Reproductive Medicine’s Legal Professionals Group, and the Society for Ethics in Egg Donation and Surrogacy (SEEDS).

She earned a B.S. in Biology with honors from Lyon College and a J.D. with honors from the University of Memphis Cecil C. Humphreys School of Law.
