Rebecca L. Mendel, Esq. is a partner at Rosin Steinhagen Mendel, PLLC in New York City, where she has practiced since 1998 and became a partner in 2004. Her work focuses on family formation and adoption law, including surrogacy, parentage, and donor agreements, as well as a broad range of adoption matters—private, agency, step-parent, second-parent, foster care, and adult adoptions.
Rebecca has also represented foster care agencies in litigation to achieve permanency for children. She played a key role in the development and passage of New York’s Child-Parent Security Act, signed into law in 2020.
A fellow of the Academy of Adoption & Assisted Reproduction Attorneys (AAAA), she is also Co-President and founding member of the New York Attorneys for Adoption and Family Formation (NYAAFF), and a member of the National LGBTQ+ Bar Association’s Family Law Institute. At the New York City Bar Association, she served on the Executive Committee, chaired the Family Court & Family Law Committee, and currently sits on the Council on Children.
Rebecca has received national recognition for her advocacy, including AAAA’s Mary L. Landrieu Award and RESOLVE’s Hope Award for her work advancing reproductive and adoption law.
