Theresa L. Roetter is a partner at DeWitt LLP in Madison, Wisconsin, and has been helping families through surrogacy and assisted reproduction for over 25 years. She earned her J.D. from Marquette University and her B.A., cum laude, from St. Norbert College. Licensed to practice throughout Wisconsin, Theresa has appeared in nearly every one of the state’s 72 counties, providing comprehensive guidance to intended parents, surrogates, and donors.

Theresa is known for her personal attention, timeliness, and meticulous approach, ensuring that each client’s legal needs are handled efficiently and compassionately. As a Trustee of the Academy of Adoption and Assisted Reproduction Attorneys, and having served two terms as its Vice President, she stays at the forefront of changes, ethics, and best practices in assisted reproduction law.

She has been recognized as a Wisconsin Super Lawyer® every year since 2008, included in Best Lawyers® in America since 2013, and named Best Lawyer® of the Year in Collaborative Family Law–Madison in 2022. Her adoption work has earned national and state honors, including Angel in Adoption™ and the Wisconsin Champion of Adoption award.

Outside the office, Theresa enjoys traveling with her husband, Mark, and spoiling her nieces, nephews, and godchildren.
